I just tried to do this whole quest chain so I could get transmog from the last quest: The Cipher of Damnation and realised I couldn't.
PLEASE BE AWARE; That if you are on the warlock class quest for green fire (An Unusual Tome) you will be unable to complete this quest.
For some reason the naga areas (including where Grom'tor is) are phased, during this warlock quest. Some people have also been saying that, even after completing the warlock quest, the areas are still phased.

What to do
Description
My first born, Grom'tor, left to search Coilskar Point - directly southwest of here. He's the warrior in the family - ill-tempered and blood-thirsty... Traits he inherited from his mother. Search along the outskirts of Coilskar Point. If you see naga corpses, Grom'tor is sure to be close. When you find him, tell him this: "We spill blood for just cause." It will let him know that you are a friend to Torn-heart and prevent your premature death.
