Blizzard has been using a lot of "phasing" lately which means that doing certain quests changes "the way you see the world" spawning whole villages, quest hubs, flight paths etc. that weren't there before.
Because of this the location of Tirion Fordring is affected by YOUR progress on these quest chains so it is difficult to define any specific coordinates for him.
Why am I being downvoted? His position has changed since beta and he's now at Crusader's Pinnacle located at (80,72)...
