I don't think this NPC spawns whenever the Nazmir Incursion is ongoing.
Kal'draxa rare is located in Nazmir north-west part of the Torga's Rest subzone on Zandalar isle.
This rare can be challenging especially if you ignore Noxious Breath ability. Try to avoid it, watch the cast bar and move quickly.For TomTom users

This seems accurate. Waited about 5 mins. Filed a bug report on WoW forums, everyone else please do the same so they fix it. There weren't even any assault quests near her so this is even more annoying because there was no reason for her to not spawn.
