The fastest way to reach him -- There is a pathway* from the beach on the coast of Suramar at coords 25, 89. It will take you right up to Kalec. Some birds in the area, but they did not aggro. This is by far the fastest way that I have found so far... it is also the most painless!
* I use "pathway" in the loosest sense of the word... it is not marked, but rather just an opening in the rocks that allows you to get up to him. This post may not be as helpful to those not using a coordinates addon.

Some people are telling about their 'fastest' way. They're not the fastest.
The fastest is to use a Goblin glider kit from the edge of Dalaran. I went to the spot where you jump on the fishing island and avoided it, to continue to glide down to Kalecgos. Glider holds for 2 minutes, gives you more than enough time to reach it.
THAT is the fastest way.
Shadowlands Update:
This quest is enabled when you reach Level 45. It will not be available right away while leveling your alts.

Description
Your champion was unable to penetrate very far inside the Arcway Vaults due to the heavy legion presence around it. Hopefully you will have better luck following Archmage Vargoth inside. Kalecgos will be waiting for you on the ridge overlooking Felsoul Hold.
