This is group activity event in the Obsidian Citadel - Waking Shores that can unlock several rares in the area

1. 
   
2. Kill mobs in the Obsidian Citadel area and collect [item=191251] & [item=193201]

   Combine 30x [item=191251] & 3x [item=193201] fragments into 1x [item=191264]
5. 
   
6. Now you have an option to turn you key to 4 questgivers listed below in the table
   You will also get reputation after turning in the key.
   Every player can turn the key and when all of you collect 20 keys a quest starts and it unlocks the rare

8. Keys turn in gives rep with [faction=2517] or [faction=2518] depending on which one you choose.

I had an incredibly frustrating bug with this quest: I had the Key Fragments and Key Framing, yet couldn't combine them. A "Reagent Missing" error popped up instead.

To fix this, drop ALL crafting-related quests.

You can farm the Key Fragments and Framing in a raid group.

But leave raid group before combining the fragments! Otherwise you get credit for the first half of the WQ but the Greater Obsidian Key does not actually appear in your bags and you have to farm the fragments over again.

Combining 30 fragments + 3 frames says that it produces "Restored Obsidian Key" in the tooltip. However, if you have the WQ, you actually get "Greater Obsidian Key".

Also, the mobs have a weird tag system here. It seems (in non-war mode anyway) that once it has been hit by 5 people it turns grey for everyone else. Regardless of party/raid structure.
