Don't just look at the townhall, it only has 3 windows.
The neighbour house has the missing 4th window

DO NOT complete the windows boarded up before speaking to Citizens as it can bug out and you can't warn them.

Description

There's no time to evacuate... not if the Scourge are here! Board the windows! Get everybody inside! Our only hope is to hide.
