Your mining skill must be at least 25 (bonuses from race, gear, etc seems doesn't count in!) or you character won't be able to interact with nodes.
You must have 25 Mining skill (without gear bonuses) to complete this WQ (to see the nodes and interact with them). If you have 25+ Mining skill only because of gear bonuses, you will be offered this WQ on your map, but you will not see the nodes when you arrive to the area.
If you, like me, came to this WQ before reaching 25 Mining skill and have been mining nearby nodes to hit 25: If you reach skill 25 and find you STILL can't see the WQ nodes, go somewhere else far enough that the text at the top of your screen displays a new zone, and then return to the WQ area. You should find that it "reset" and that you can now complete the WQ.
Hope this helped!
To clarify, the WQ doesn't even activate until 25 skill, and you won't see the nodes at all.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

/way #1536 37.7 48.8Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Maldraxxus, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Maldraxxus:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Completing this quest counts toward this achievement.
