To get this quest

To get MORE FODDER when you're complely new to Stormsong Valley, you will need to finish the quests in Brennadam. Bombs away, dousing the flames and you have their orders. Anyway. Point is. When "Squire Augustus III" shows up in Brennadam it means you are ready to go to Fort Daelin.

Complete all the quests in Fort Daelin, starting from Bayer in Seabreeze village. To be completly safe, try not to take anything else related to Leo Shealds. There are a few of them. The most "dangerous" one and one to avoid is the one where the breadcrumb takes you to a womans "uncle". The uncle is also Leo Shealds.

After finishing all the quests in Fort Daelin, William offered me the breadcrumb quest to Leo Shealds.

TLDR:
-Complete the quests in Brennadam
-Take the breadcrumb quest for Fort Daelin from Squire Augustus III (In Brennadam)
-Do all quests around Fort Daelin.

Here is something to take into consideration.

In order to pick up this quest make sure you do not pick up quests from Leo Shealds before getting this one. If these - Break 'Em Out, Iron Low Tide, and Two Faced Pirate Scum - are in your quest log then abandon them. I am not sure if this quest is available if you have completed and handed in the Leo Shealds quest before doing this one.

All The Things only gave me a warning about Break 'Em Out and Iron Low Tide. I did not get an error message about Two Faced Pirate Scum and turned it in. I am not able to interact with William and he has no quest for me.
