On the quest "No Quater" Taelia is not there with yhe Quest, What did I miss?

I was there to do the "Beneath the Veil", and the Grasps didn't show up. I had no other quests in my log, but still nothing. After I asked a friend of mine to join my party, we did a party sync, and suddenly I phased and it all changed. After the quest was done, she had to go, and the world got back to the way it was. Now, I'm phased back to how it was before she joined, and Taelia, with the quest "No Quarter" is nowhere to be found.
It's time to complete some kill-them-all quest.
Taelia wants you to kill few Skeletal Sailors and Tidesage Seacallers.

Description
We arrived just in time. These abominations have already taken control of the docks; we're all that's left to keep them at bay! You need to cull their numbers before we're overwhelmed. We don't exactly have an army here!
