  2. Smuggler's Mark

    • Pick up the quest at Citizen Om'sto /way #2472 46.57 50.37 Citzen Om'sto

    • Travel north-east to North Sufaad /way #2371 78.63 48.93

    • Loot quest-glow items under tents around the area or kill (and loot) Sufaadi humanoids around the area until your quest progress bar is complete.

    • Turn in the quest at Citizen Om'sto


  4. Charged Crystal

    • Pick this quest up from Engineer Om'loof at Eco-Dome: Primus/way #2371 47.96 57.35 Engineer Om'loof
    • Travel north-east to talk to Myi Koo/way #2371 51.33 48.59 Myi Koo While here, pick up the 3rd quest from Acquisitioner Xy'gui standing nearby. You will want to do these at the same time.
    • Travel to the Archival Assault delve and enter it at any Tier difficulty you choose. (Note: you do not need to finish the delve to finish the quest)/way #2371 55.06 48.07 Archival Assault
    • While inside the Archival Assault delve, you will spy purple glowing orbs (also marked on your minimap). Stand near them and Myi Koo will collect them.

    • Loot the Uncharged Crystal from inside of a boat on the 3rd platform (the last platform before the bottom floor) /way 48.04 57.07

    • Turn in the quest at Engineer Om'loof


  6. Arcane Runed Sigil

    • Pick this quest up from Acquisitioner Xy'gui/way #2371 51.21 48.25 Acquisitioner Xy'gui
    • Travel to the Archival Assault delve and enter it at any Tier difficulty you choose. (Note: you do not need to finish the delve to finish the quest) /way #2371 55.06 48.07 Archival Assault
    • While inside the delve, kill mobs and loot their corpses until you have 24 Etched Fragments.
    • Turn in the quest at Acquisitioner Xy'gui


Once you turn in the last of the 3 quests above (which can be done in any order), you will be given an Arcane Lure. Right-click on the item in your inventory to be granted the quest Eliminate Arcana-Monger So'zer. Completing this quest will complete the warrant.

So this rare often spawns of its own accord and immediately starts battling it out with some random NPC. But if you try attacking it, it'll just despawn after a while. Looks like you have no choice but to go through the various quests to craft the lure to stop it from despawning.

Edit: Actually I managed to kill it without using the quest item. I think if you have enough dps, you can just kill him without ever doing any of the associated quests.

Description

Arcana-Monger So'zer is responsible for a spree of thefts throughout Tazavesh that have resulted in the loss of magic relics, wands, and several crates of highly toxic Zo'kita fruit. Informants suggest that So'zer may be compelled to reveal himself if presented with a highly prized arcane relic. Create an item tempting enough to trick this criminal into revealing themselves.
