Had to figure it out on my own because all other comments are half-assed.
You need to kill the boss "Grubber" at these cords /way 72 53I'm not sure if you have to trigger the spawn but after I killed one of the scavenger worms in the area I saw this message in the chat "The sands shift suddenly as a massive creature erupts from beneath" and the boss spawned.
You have to click the lure quest item in your bag to be able to click the summon item
If you are on an alt and are unable to use the Warrant Key for this quest, just go and kill their of the 2 rares that are shown on the map above ([npc=238384] or [npc=238540]), and it will complete the quest.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
Quests whose map markers the client places closest to this one on Tazavesh, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Tazavesh:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
The client’s own unlock condition for this quest: You must equip Reshii Wraps to traverse.
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
