Had to figure it out on my own because all other comments are half-assed.
You need to kill the boss "Grubber" at these cords /way 72 53
I'm not sure if you have to trigger the spawn but after I killed one of the scavenger worms in the area I saw this message in the chat "The sands shift suddenly as a massive creature erupts from beneath" and the boss spawned.

You have to click the lure quest item in your bag to be able to click the summon item

If you are on an alt and are unable to use the Warrant Key for this quest, just go and kill their of the 2 rares that are shown on the map above ([npc=238384] or [npc=238540]), and it will complete the quest.

Description

Tazavesh is a city rife with turmoil, beset by countless dangers. We could always use your help. Check our warrant board, and see if you have what it takes to eliminate our most wanted threats.
