In order to pickup News from Talador OR It's a Matter of Strategy to start the Talador Quests:
- Player must have completed Strike While the Iron is Hot
- Player must be level 94
Though News from Talador is considered the default intro choice for questing/leveling into Talador, upon hitting level 94 a player can either pickup News from Talador from [npc=74594] in Gorgrond or visit the [object=232416] within their Garrison and pick up It's a Matter of Strategy allowing them to skip News from Talador and jump straight to Talador questing.
A player can have one or the other in their quest log, not both News from Talador and It's a Matter of Strategy at the same time!

You must be level 94 in order to receive this quest despite completing "Strike While the Iron is Hot".
I was able to pick up News from Talador from Durotan without having done any of the quest chain listed above (including Strike While the Iron is Hot). However, I had to get it from the Durotan who is hanging out by the Laughing Skull orc in Gorgrond Pass (the same place where you get The Laughing Skull to start Gorgrond quests).
