Note that you HAVE to have the Smuggler's Den building active in Southport in order to advance this quest line. I had built the Brewery, and when I went to Dusk-Seer Irizzar he had no quests for me. I went to Southport, could not find Milly to pick up the next quest, and Lt William had nothing to say to me, except "Wanna buy a new building?". So I did - dropped 5K and switched to the Smuggler's Den. Up popped Milly, gave me the quest [Peace Offering], which sent me to Dusk-Lord Irizzar, and he now had [Not Here, Not Now] available. Finished the whole quest line after that. Zone now CLOSED - whee!
You have to do the quest A Lack of Wasps first before this quest will be available.
