The [item=119001] can only be obtained from building the Tavern instead of the Smuggler's Den as your Spires of Arak Outpost. You can switch to the tarvern by paying 5000g to [npc=81920] if you already have built the Smuggler's Den

After building the tavern, you need to complete the following quest:
Befriending the Locals
Not Here, Not Now
Attempted Murder
Assassin's Mark
The Power of Poison
Extrinsic Motivation
Gardul Venomshiv
We Have Him Now
No Time to Waste
Standing United

After this quest line has been completed, you can obtain the quest Not In Your Army, which will grant [item=119001] as a reward.

Uh... Well this sure was one random quest... You establish your outpost, forge an alliance with the natives, save one of your troops from a sneaky deadly assassin... oh and one of your grunts out of the blue is a traitor, with no explanation, backstory or reasoning so just go arrest/kill her.
