This is one of the quests in a chain that will grant at it's conclusion an [item=116394] and the toy [item=119001]. This quest is only available if you have built the Brewery (Hearthfire Tavern).

In addition, via this quest line you will get a follower for your garrison - [follower=453.2] (H)/[follower=453.1] (A). This follower is also available from [npc=88635] (H)/[npc=88633] (A) in your garrison for 5000g if you have built a Smuggler's Den and do not intend to change it.

The [item=119001] can only be obtained if you have built the Hearthfire Tavern (Brewery) instead of the Smuggler's Den as your Spires of Arak Outpost. If you have already selected the Smuggler's Den, you must pay 5000g to switch outposts (You can get 1000g back at later, as I've noted at the end of this comment). This can be done by speaking to [npc=81920] (H)/[npc=81929] (A), who will give you the option to pay the fee to switch.

After building the Brewery Outpost, you must complete the following quest line:

After this quest line has been completed, you can obtain the quest Not In Your Army (H)/Cleaning House (A), which will grant the [item=119001] toy as a reward.

NOTE: Completing No Time to Waste (H)/No Time to Waste (A) grants [item=116394] as a reward. This can be used to purchase blueprints from [npc=85840] (Warspear)/[npc=85849] (Stormshield). You can get blueprints you don't already have instead of purchasing them with gold.
However, if you already have all the blueprints, purchase any of the following blueprints to vendor for 1000g:

Description

We have Gardul right where we want him, commander. You're far more equipped to face him than I am. Dispose of him, take his formula from his corpse, and grab as many barrels of poison as you can. I'll guard this ramp and make sure no reinforcements come to his aid.
