TheWoWDBI suggest the Uldum dam as be the best place to find faceless minions. Especially at the center, right at the beginning of the stairway to the Ny'alotha raid instance. There's like 5 [npc=156568] or [npc=160550] right there.

Don't drive yourself crazy looking all over the map. The elite Faceless Ones that you need for this quest are abundant in the immediate area north and west of Ramkahen.
[npc=156567] also give credit for the quest. They can be found on the path to the top of the dam, edit; the dam is heavily farmed and hard to find the quest mobs. The Vir'naal Oasis. the the river to the North West of the Lake heading towards Obelisk of the Moon. I was able to find all the quest mobs and never saw anyone else.

Description
It has been a long time since the tol'vir have squared off against the forces of an Old God, so our tactical knowledge of their forces is limited. However, one tenet of combat always holds true -- striking down those that issue the orders will weaken the foe much greater than the rank and file. I have observed that the larger faceless minions act as commanders of the Old Gods' forces. Silence them, and perhaps we can sow a different kind of chaos in their ranks.
