i have the same problem right now, did all the quests to this one and there is missing this one. Maybe bugged?
/edit solved it, you have to make also the two quests from Apothecary Wormcrud to enable this one

Finished the quests in the spider cave, came back with the 6 Sea Dogs and....she's not giving me the letter/quest. Anyone else had any issues? Maybe I missed a quest along the way?
