TheWoWDBApparently, the naga have "some balls" on them to contemplate an invasion (according to Helcular), which is about as non-PG as I've seen WoW get.

Drops off the first mob and you did not notice it in your bag. I had lots of quests throughout the world start like this as loot from the first mob so we have a reason to stay and get more experience points from the quest. An addon helped me see the quest quickly in case I forgot it was in my bag.
3 quests in Hillsbrad Foothills appears to have a level requirement higher than 15 to be initiated.
On a XP off character locked at level 15, I spent some time trying to get these quests to start, but without success. Once I came back, locked at level 21, the quests started instantaneously.This might explain some comments about leaving the area and coming back later fixing problems, as they probably leveled up in this time.

Description
These plans document what appears to be an imminent attack on Southshore. The naga of the Eastern Strand are planning to take over the town now that the Alliance has been pushed out. Not if you can help it! Kill all of the naga on the Eastern Strand and report to Helcular at the Ruins of Southshore with the Daggerspine attack plan.
