I was partied and could not get the quest to complete. We tried dropping and completing and that did not work.
So each of us (3 of us) dropped the quest, picked it up again (in party in case you were wondering) and picked up the banner again.
This time we each left our bags open so we could see the item and then turned the banner in and it worked.
Not sure if any of this matters but it finally completed.
How do i complete this last step? i deleted the key and old note from previous intend i though not need it anymore...

Ya better return the item before the Preservationist notices it's missing. Then let Fangli know that her theory didn't pan out.
