Because Wowhead comments are famous for not explaining the basics.

(1) On your minimap there are golden indicators of "Basket of Enchanted Wings" - get one of them (right click) and now you can fly by double jump, you can fly up and down and steer in the air.

(2) You need to collect 10 cocoons by interacting with them (right click). These cocoons are brown and are hanging on the underside of tree branches and tree platforms. You will not see them unless you are flying and can fly and look under tree branches and platforms.

(3) Look at your buff - when it has about 30 seconds to go, fly quickly to another basket (1) as indicated on your minimap and loot it to continue to fly.

(4) If/when your flying buff runs out you gain a slow fall to the ground.

As of 28 Nov. this appears to have been fixed.

You have 2 minutes to collect click on cocoons and return to the ground for another pair. Getting in combat no longer drops the wings, but you do need to return to the ground to fight.

Edit: Complete the quests Wake Up, Get Up, Get Out There and Break It Down, if you are on them, to see the objects easily.

This WQ currently bugged, the moment you interact with the cocoons your wings are removed and you fall before the looting animation finishes. The solution I found is there are cocoons that are attached to small branches so land on the branch and then loot the cocoons till the bug is fixed. One example 50,59 (or 50.87,61.57) coordinates has a cocoon that is easy to loot. Be aware you still need to jump off and safely land, as a priest it wasn't hard but some classes might have an issue with this.
