<This duckling has been bubbled so long that it's fallen fast asleep. It quacks softly as it snores.>
<Maybe the ecologists would know how to help it?>

For the achievement Let's Get Quacking you have to save 5 ducklings in 5 weeks, possible always after the Weekly Reset.
To be able to save the ducklings, the quests A Scalpel of a Solution, Wildlife Rescue and Forensic Ecology at [npc=186410] and [npc=186428] must be done before. If they offer the quests A Sledgehammer of a Solution and Don't Be So Shellfish (do not have to be done), the ducklings can be rescued, only one each week.

At first I was unable to turn in this quest. If you have the same issue, logging out and back in fixed it for me and I was able to complete it.
