Accept the quest Establish Your Garrison from [npc=77209] (coords 29.1, 16.2).
1. Establish Your Garrison - (Video) - Click on [npc=77209] and select "We have everything we need. It's time to build the garrison."
• Your Tier-1 garrison (outpost) will now be constructed.
• Travel into your garrison (entrance ahead of you), turn right to turn the quest in to [npc=77209] at coords 41.4, 49.5, and accept the quests, Ship Salvage and Keeping it Together.
• Go to 44.1, 53.2 and accept the quest, Pale Moonlight, from Vindicator Maraad.2. Keeping it Together - (Video) - Click on [npc=84455] and tell her, "Time to get back to work."
• Leave your garrison, following the path up and around the hill to [npc=81441] at coords 32.5, 34.2, and click "Gather Shelly's report."
• Collect your [object=236916] from coords 49.1, 43.4.
• Grab the flight point for your garrison, while you are here from [npc=81103] at coords 48.1, 49.7.
• Go back to [npc=77209] and turn in Keeping it Together.3. Pale Moonlight - (Video) - Leave your garrison and travel northwest, down to Eventide Landing, at coords 26.4, 8.9.
• Kill 8 [npc=79205].
• Travel to coords 25.6, 5.5 and kill [npc=81670].
• Ship Salvage - Collect 15 [item=112696], which drop from the [npc=79205] mobs, and also appear on the ground as barrels and boxes.
• Once you have completed the above, use your [item=110560] and turn in the quest, Pale Moonlight with Vindicator Maraad at coords 44.1, 53.2.
• Go to coords 41.4, 49.5 and click on [npc=77209], turning in the quest Ship Salvage, and accepting Build Your Barracks.4. Build Your Barracks - (Video) - Go north to coords 45.3, 40.7 and click on [object=231855]. Right click the blueprints, in your inventory.
• Go to coords 41.3, 48.9 and click on [npc=86016] and click & drag the Barracks to the large empty plot (see video if you are unsure what I mean).
• Leave the [npc=86016] and travel north to coords 44.5, 43.6 and click [object=232652].
• After the cut-scene, enter your garrison and go to Vindicator Maraad at coords 44.1, 53.2 to turn in the quest Build Your Barracks. Accept the quest, Qiana Moonshadow.5. Qiana Moonshadow - (Video) - Leave your garrison, proceeding through the southern exit, and travel to coords 30.0, 29.2. Click on [npc=79446] to complete the quest.
• Travel north to go back into your garrison (coords 30.8, 19.2).
• Enter the Town Hall and turn in the quest Qiana Moonshadow to [npc=79611].
• Accept the quest Delegating on Draenor, from [npc=79953], who is sitting behind the [npc=81546].6. Delegating on Draenor - (Video) - Click on the [npc=81546].
• After you click Next a few times in your Garrisons Mission window that pops up when you click the table, click on the mission [mission=66] and click "Start Mission" (located at the bottom center of the Garrison Mission window.
• Turn the quest in to [npc=79953].

Description
If we are to win this war we are going to need more than foot soldiers. We need champions. Qiana Moonshadow's performance in Tanaan and Eventide Landing was quite impressive. Perhaps you should speak with her about taking on a greater role in the battle against the Iron Horde.
