Do I need to do something special to make this quest appear? I'm 106 and still can't recruit the second type of followers. Vicar Eliza doesn't show up in the temple for me, and Moira doesn't have this quest for me. I do have a priest quest for the Eye of Azshara dungeon; do I need to complete that first?

Yes. As soon as you turn the dungeon quest in, Prophet Velen has a couple of quests to use the lens from the dungeon quest to show you a vision. Only takes a minute. Once you do that, the higher grade troop quest appears.

Word of your leadership has spread rather fast. Priests of all sorts have traveled to the temple to lend their aid. We're lucky enough to have caught the eye of Vicar Eliza. She's quite the leader in her own right, commanding countless devotees that do her bidding without question. Speak to her now.
