Description

Those naga are, as ever, being a beachfront nuisance. Do they not understand that is a prime location?

We may not be able to reliably drive them off, but a little mischief would not be untoward.

I found this tune that drives the snapdragons mad. They will just attack whoever is nearby. Take this and give it a shot!

You have to wait for their 'disoriented' debuff to fall off before you can successfully use the item on the mobs. Super cool as it's a 3 minute debuff and people are camping around waiting to tag one.
