Man I hate it when they do that - we already have all sorts of ways to move around, why make me go all the way back to talk to a stupid goblin when A) you did NOT tell me to and B) why can't I board the ship by now with all of my experience.
Get to the one of the ships by flying by talking to Hobart Grapplehammer outside the questgiver area (87,53).
You should do both The Bulk of the Guard and Old Colleagues at the same time. Just focus on the bosses for Old Colleagues and the guards for the other quest will come.
Helmsman Miria is at the top of smaller ship (92,51).
The other two are on the flagship. You can use the goblin at the back of each ship to teleport between them, or back.
Captain Gastrod (91.48) is on the northwest end of the main section of the flagship in the cabin at the ship's head.
Guard-Commander Trunksal (92,50) is on the southeast end of the flagship, go down two levels, then another half level to find him.
