You can get this quest after you finish all the Ramkahen civil war quest; The Fall of Neferset City is the last one.
This is a breadcrumb quest for The Source of Their Power inside the instance The Lost City of Tolvir. It is not a breadcrumb quest for Targets of Opportunity which is another quest you can get inside the instance.
Once you turn in The Source of Their Power you won't be able to get this quest but you can safely turn in Targets of Opportunity. Don't abandon Targets of Opportunity once you get it as you would need to kill two Oathsworn Captain anyway.
This is highly confusing for those who haven't even discovered this instance yet. My maps pointed me in all kinds of directions. The quest turn in is IN the instance which is located near 60.64. I did NOT need to complete any of the quests people were talking about to get this done

Description
We might've taken Neferset City, but the Neferset have a new seat of power. Thanks to Siamat, the powerful djinn of the south wind, the Neferset have become considerably more dangerous. We just learned that some of Nadun's ambushed reconnaissance party managed to secure the entrance to the Lost City. Go find Captain Hadan and get whatever information you need to bring down Siamat and the Neferset scum.

The Lost City of the Tol'vir is the stronghold of the Neferset, a faction of the cat-like tol'vir who swore fealty to Deathwing in exchange for a cure to the curse of flesh, which had turned their rocky hides to soft skin.
