After picking up the quest you need the Tailoring recipe: Mooncloth which I found in Wintersprings. You can buy it off of the female goblin NPC in Everlook. Her name is Qia <Trade Supplies>, she's in the house with the bank if that helps.
Anyways, you need 2 felcloth to make 1 mooncloth. The quest only asks for 2 mooncloth so hopefully you don't have to farm for felcloth forever. I had exactly 4 by some coincidence that I'd picked up on a different character in Outland.
Once you have enough you have to take them to a moonwell to actually make them. I just used the moonwell in Moonglade since it was close.
