TheWoWDBKernda is under the bridge in the tunnel. She's the only Furbolg blue color. You have to be Neutral with Timbermaw Hold to turn in the quest.

I think you mistook what the quest log was saying: <your current standing> / <required standing> This is the standard quest log setup for any quest that requires a particular reputation standing (ie - ZG, gelkis/magram centaur) For you, since you're unfriendly it will say: unfriendly / neutral "Unfriendly" being what your current reputation is, "neutral" being what your rep has to be to complete the quest. If you were hated it would say hated / neutral See where I'm going? :)
As of 3.0.2, this gives 1400 reputation.

Description
You have found one of the Deadwood furbolg's ritual totems. The totem itself is of non-descript construction, but a palpable sense of despair emanates from it. If there were any object that might best exemplify the corruption that the Deadwood furbolg suffer under, this item would clearly be it. One of the furbolgs inside Timbermaw Hold may have a use for such an item... that is, if you've earned their trust enough for them to speak with you.
