TheWoWDBFor those try this in 11.1.5 on a toon that is 70+, you need to do the TWW intro quest. Click on the scroll you have in your bag and get teleported to the big ass sword in Silithus. Talk to Thrall and skip the TWW intro. You are now standing in Dornogal and can head back to Orgrimmar. In front of Grommosh Hold, you'll see Highlord Darion Mograine to start the SLs intro.
If you're under level 70, you can use Chromie Time to phase and see the Darion.

I think the Christmas event has made it so Darion and co aren't in Ogrimmar. Guess I will be waiting to the new year before starting shadowlands.
EDIT: Seems like abandoning TWW intro quest while at chromie and then quickly flying down to NPCs has them appear for a couple seconds. Had to do this twice to first accept the quest and then talk to trigger the cutscene.
If your alt is max level TWW and you don't see Darion Mograine in Orgrimmar - complete the initial TWW quest (you can even press skip on Thrall). After you are transferred to Dornogal - return to Ogri and Darion is waiting for us
