As it appears now, you will only "lose" 1 Nethershard, as you gain 2499 shards as the quest reward. So, this quest is more of a check whether you have that many shards, but you don't have to "pay" them.
It's important to note that if you don't have any shards when you get this quest, the quickest way to get them is to do the 6 world quests for any legion invasion. That will give you a minimum of 1,500 shards, and often gives you many more than that. I got all 2500 from one invasion, without needing to do the final scenario.

What to do
Description
As you have surely noticed, a slain demon leaves behind Nethershards, solidified residual energy from the Twisting Nether. I require a significant quantity of them for an experiment I'm conducting... oa shards, to be precise. Why are you looking at me like that? We've had this conversation before. I did the math. I need exactly oa shards. Fewer would be inadequate. More would be absurd. Don't question my methods. Go!
