This 123 lvl rare and will be hard to solo. He is objective of the Shul-Nagruth world quest and active only when world quest is active.
With beginning gear you will probably also need a healer and maybe even a tank. It is basically a 5-men rare. But i was able to 3-men it with a healer. You can probably 2-men it, but it would take too much time. Hp pool and dmg is similar to some normal-heroic lvl boss.
It is just hard world quest rare, nothing more. No achievement, no extra loot or anything special.Shul-Nagruth rare is located in Nazmir Zul'Nazman on Zandalar isle.
Near the Uldir and Underrot entrance area. A little bit to the south-westImpossible to solo with early stage gear. Elite 2 lvls above players level. Will be hard even for 3 ppl.

i think the WQ's bugged, anytime i get close to start fighting (as a mage) the mob disappears. but if i hang back near the pathway down to the dungeon he comes back.
