TheWoWDBHad issue where the mobs were not showing they dropped the quest item, and it would not populate like other world quests, went north of Nar'thalas academy by the river to 53, 30 with the World quest tracked and the position moved, prowlers here drop the quest item.

As of right now on Barthilas-Horde, the map location of this WQ is bugged. There's nothing to kill and the waypoint arrow points you to a tree. There are a few prowlers around the area, but the tooltip shows they are not the right mob for the quest, and killing + skinning them doesn't give you what you need anyway. Will update if right map location is found.
EDIT : As mentioned below, north of the Academy is where you should go.
This quest is bugged at the moment. The true location of the quest is Llothien (62:33) just north of Narthalas Academy in Azsuna.
Personally, I had to run around in the ruins for a minute being the quest actually triggered and I was able to loot the llothien prowlers for the fur. Any kills made before the quest is triggered will not count and will not drop the Silky Prowler Fur needed for quest completion.
