In order to unlock this world quest, your cooking skill must be 75 or higher.
I did the bacon quest with two characters then noticed a third did not have the quest on his map.
His cooking was skill level 1.
I flew to Half Hill (Pandaria) to level his cooking and at skill level 71 I checked the Broken Shores map: No bacon quest.
I made another Toasted Fish Jerky to get to skill level 76 and checked the quest map again.
The quest was there immediately.

[npc=103786] in StormheimIt is an item required by this world quest and is auto-completed after looting this item from the aforementioned NPCs. Completing this provides you with 5 Slice of Bacon. These are cooking mats for Lavish Suramar Feast, Hearty Feast and [item=133681] [and their varied ranks]. If you eat 6 pieces of [item=133681] you earn the "Yummy Bacon" buff which awards Everything Tastes Better.
