TheWoWDBQuest giver will not give me the quest. I have completed A Pilot's Revenge, but before I worked on the South Gate Pass quests I had completed the Valley of Kings quests which includes: In Defense of the King's Lands, A Decisive Strike and Out of Gnoll-where. The quests I can't complete are South Gate Status Report, The Captured Mountaineer and Onward to Thelsamar.

I was just doing this on my level 12 Dwarf Shaman and received the "You don't meet the requirements for this quest." error message, its possible its class specific, but I'm thinking it may be a glitch because the only listed follow up is available to me.
When I handed in this quest as a level 80 night elf, I got a message saying "You don't meet the requirements for this quest". I had been following the cataclysm quests starting in coldrage valley leading to Moira Thalassian before taking the quest in Ironforge for the mountaineer asking for assistance for Loch Modan.
But I guess it might have just been a dwarf specific thing

Description
We're due for sending a status report over to the mountaineers in the Valley of Kings. I expect you're on your way there next anyhow - would you mind dropping it off for me? Just take the tunnel to the east, and check in at the guard station. Hand it directly to Captain Rugelfuss.
