If you completed quests in this area prior to Cataclysm (patch 4.0.3), then there is a bug preventing this quest from appearing. If you want to proceed, just head to Farstrider Lodge.

Had the same problem. Quest is not given by NPC.

Not necessarily. I finished Loremaster on all my characters prior to 4.0.3a. I'm going back now and doing all the zone achievements. I am unable to see this quest. When I query the server using QuestCompletist, it says I've completed the other quest that this guy gives, Gathering Idols. I'm unable to pick that one up as well. I suspect in my case it has something to do with the fact I completed the other quest prior to the Shattering. So, in some circumstances, yes, this quest might be offered to you. But just finishing the Excavation Site is no guarantee.
