I had the same problem many others have reported for this quest... using the disc would start an animation but then it would immediately finish, and nothing counted toward the quest.
First I tried flying out of the area and back in, same problem.
Second I tried logging out where I stood and then logging back in, same problem.
Finally I did both. I flew to the nearest innkeeper, logged out, logged back in, then flew back. Everything worked as soon as I did that.

quest isnt bugged, due to lag it takes a while but your disk is indeed destroyed and replaced by another one with "use:"
Now that you have the disk completed just use it near the spheres floating where the gnomes where, they look like ww2 water mines exept that hover, cant miss them :P

Description
That disk you assembled... it's blank! That crafty Mimir must've hidden the information somewhere else. Look around the Inventor's Library; do you see any databanks there? That might be what you need to do with the disk. Try using it near some of those databanks. Perhaps it's set to retrieve and store information from them. After you've tried your hand at that, contact me again and let me know what you've found. Meanwhile, I'll be trying to track down the other half of the archive key.
