If Stormrook isn't sitting on the little hill where the quest marker is, try leaving the quest area, then come back in. Unsure if that works every time but it did work for me today.

A standard fight from the sky, if you select the skyrook to fly for you, it's a simple 2 to put up a shield, 1 to attack, and 3 to heal. You fly in and away, in and away. Just shield up when the incoming bolts are seen, attack when you get close, and heal if you take any damage at all.

This. Make sure to select the second option, even though it is not marked with the blue "Quest" keyword it will still count to complete the quest. Avoid the first option unless you are willing to figure out a completely new quest mechanic while Skyriding at full speed.
