Just did this quest....I noticed the fires on the deck didn't go out when I sprayed them. However, aiming the water at the fires on the buildings worked almost every time. Hope this helps.
Mazzer Stripscrew is at [78,75] on the goblin side barge.

Description
I don't know if you've noticed, but the cannonballs are hitting us. I'd say the Southsea pirates are getting more accurate... the ship is on fire! You've got a river boat now. Go talk to Mazzer Stripscrew. Put those fires out!
