Hello? Hello! HELP!
I'm almost out of air! You have to get me out of here!
<The voice inside gags.>
One of those Southsea treasure hunters has got to have a crowbar!

You will kick yourself when you realise how easy this was to miss. Go to the outhouse that is underwater - then move forwards towards the gully, there is another one in there with the quest giver. Then kill 2 or 3 of the divers and you should get the crowbar, check your inventory each time otherwise you will just keep killing. Then go back to the outhouse and click the crowbar, you should then be able to complete the quest.
Just make sure you check when you loot. It doesn't tell you in interface or questhelper and I killed probably like 30 guys AFTER already picking up the crowbar.
The outhouse is actually in a rift near the visible outhouse (79.5, 75.1). Once you get the quest, kill the Southsea Treasure Hunters until the crowbar drops. When that happens, go back to the outhouse and click on the crowbar. Then click on the outhouse to complete the quest.

Those pint-sized, goober-looking, no-explosion gnomes have got it coming! I want you to go into the Speedbarge Bar, order a bottle of grog, and hit one over the head with it! Show them that we're not going to take any more of their arrogance, <name>!

I don't know if you've noticed, but the cannonballs are hitting us. I'd say the Southsea pirates are getting more accurate... the ship is on fire! You've got a river boat now. Go talk to Mazzer Stripscrew. Put those fires out!
