As someone that had never visited BRS before, here is how I found him:
1) Enter the instance.
2) Travel up the first ramp into the room with the stairs going up both sides.
3) Take the right stairs to the top and make an immediate right.
4) Jump down off the ledge and go into the tunnel on the left.
5) It zigzags a couple times.
6) When you get out of the tunnel, you should be in Hordemar City.
7) Keep going straight out of the tunnel.
8) Follow the left wall until you see the Elder.
For those looking for the Elder now, with the Spire being split in two, lemme say this.
You want LOWER Blackrock spire!
Upper is lvl 1oo's. Lower is lvl's ehhh, 55-6o from what I saw. He's easy to find. Go in, follow the path until the city, then go to the left and follow that path. After across the bridge, kill off what's in the way, and go along the wall towards him.
When you enter Blackrock Spire, move straight forward, up the right stairs, jump down the edge, and move into the left "tunnel". When you're at the end of it, you get to Hordemar City. Move straight forward, and you will see Stonefort the Elder. Move across the bridge and you'll be at him.

Item facts are the current retail client’s (ItemSparse); the specialisations for a pick-one item are the ones the Blizzard quest API lists; faction and currency text is the client’s own. Lowest listed price = the US commodity auction house now.
Its criteria name 13 quests; others include:
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Completing this quest counts toward this achievement.
