Seems to be bugged at the moment — I couldn't find the spot where the world quest starts.
Edit: the trigger to start the world quest is misplaced 17 map units to the east - instead of being placed at 40, 29; it's placed at 57, 29. As a result you can not complete this world quest at the moment because as soon as you move from the trigger zone, the quest disappears.Hotfixed 27th of August 2018, should work fine now.
