The eggs that you have to destroy are just in front of the damn under water. You can also finish the slitherer quest at the same time,...easy peasy!
Also, curiously, the first quest since vanilla where the quest giver gave neither a buff nor an item to provide underwater breathing. At least, I could not find an item and I had no buff when I left him.
Another sign, similar to the one where healers OOM every few pulls, that the old-school quest design is back.

What to do
Description
Slaying the foul creatures that plague the river will not be enough, {name}. A new generation of these monstrosities already threatens to spawn within our holy waters. Seek their foul eggs and destroy them.
