I killed the golem and then watched the cutscene. My quest was marked complete but there is no one to turn it in to. I see Emberthal, but there is no question mark above her head.

If the golem for you to fight doesn't spawn, abandon the quest and pick it back up. Emberthal should then do her RP flight to Sarkareth, and the golem spawns a couple seconds later.
If the golem isn't there and the RP isn't going on, the golem will not spawn until you abandon and reacquire this quest.

Description
This is our last chance, {name}. If we allow Sarkareth to slip in to Aberrus, he may gain power that puts him beyond our reach. We must stop him now!
