TheWoWDBIt looks like you need to complete the Maruukai storyline before the Archdruid is visible to complete this quest, or cannot have started it yet. I still had two quests left and when I arrived he would be phased out and there were Nokhud everywhere. Once I completed the questline he showed up.
It may just be that you cannot be on the last couple of quests where the Nokhud are fighting in the camp.

Beware, not everyone can see the NPC to get the quest.
On main char I have all campaign quests completed, I cannot see the NPC in Valdrakken (Archdruid Runetotem ID 211031) to get the quest, although I can go directly to the Ruby Pools and proceed, but I will miss the quest completed (for ATT sake).
On alts I can see it and get the breadcrumb quest.
No idea how to fix it yet.
