TheWoWDBI didn't find the otter where the quest indicated, but further downstream near some Tuskarr fisherfolk. It was also a little iffy about where to turn the quest in, but I went back to the dryad I got it from, Thalendra, in the Emerald Enclave and that worked.
This quest does reward the temporary "Honorary Dryad" title which allows one to approach the Primal Bear Cub.

The Overwrought Otter is not where it is indicated on the map. You can find it down next to Toklo the fishing trainers boat.

I had to use /tar Overwrought Otter and then put a marker on it just to find it.
If anyone was wondering, the "Snow In A Cone" needed for this quest is a cooking recipe, you can create it (snowballs ---collect in the same area of Hillsbrad where you kill the Greench, on the ground in piles), some pastry and cocoa that you buy from the cooking vendor in Valdrakken. OR, purchase on the AH.
