Even though the Alliance start here after unlocking Draenor, it is not an Alliance-only zone, per se. Horde are not automatically flagged for pvp if they're on a pve server, there are flightpaths, etc. - the most notable fp for this quest being in Exile's Rise at 45,25. I kept mostly to the roads anyhow, since I wasn't sure where the cities were and didn't want to meet my demise at the hands of level 99 elite Alliance guards, but it's a short run to the quest area from Talador.
From there it's just a matter of finding a talbuk and holding on. If you're having trouble getting your [item=118284] to work on the [npc=86801], remember the lasso tooltip: Can only be used while mounted. The talbuk will pull you through mobs while you're channeling, just keep running. Once you've completed the channel and bagged your talbuk, [item=110560] back to turn in the quest.
Just FYI for Horde if you're running in from Talador:
There is a little Alliance outpost called Anchorite's Sojourn between Talador and Shadowmoon (~79,57) that can be bypassed by swimming or water walking/mount/spell to the other side and running in from there.

Tip for hunters: remove your Aspect of the Pack (or similar) buff while doing this quest, because while you run around through mobs, they'll attack you and stun you on your mount, thus making the lasso break.
Also, note that the Talbuk doesn't take you near any Ally, so no fear of PvP flagging while you're on lasso with the Talbuk.

Description
The next beast is one of the fastest in Draenor, but will test your skills at infiltrating into enemy territory. The young talbuk can be found on the flowery hills of Shadowmoon Valley. Take this talbuk lasso and head out. When you encounter one, mount up and throw this rope, then follow it until it is tamed. Good hunting!
