The Exarch Council

The Exarch Council is an Alliance-only quest for level 10-40 in Shadowmoon Valley. It is step 5 of 18 in The Exarch Council storyline. The quest's turn-in marker is in Shadowmoon Valley at 59.4, 26.6. It rewards 6 reward items, 1 reputation reward, 675 experience and money.

Description

Good work at the gates! The Shadowmoon orcs have been seeking prisoners for some reason. Their aggression helps our cause.

Come with me. I would like to introduce you to the Exarch Council, "The Hand of the Prophet." I have been trying to convince the Exarchs to support our cause and go on the offensive against the Iron Horde, but they are - as always - too cautious and slow to act.

Come with me, I will introduce you to Exarch Othaar up the hill. Perhaps meeting an Alliance hero can sway the council.

Got a ! on your map, but no quest when you actually come here?

Fear not - the quest IS available - the NPC just does not display the ! above their head, or on the minimap for some reason.
But if you speak with the quest giver NPC, they give you the quest just like normal.

As you follow Maraad up the hill, he'll mention how well your garrison laborers are doing in Elodor.

Vindicator Maraad says: Your laborers are hard at work, Commander. Soon your garrison will be well-stocked with food.

The next quests are Naielle, The Rangari and Hataaru, the Artificer. Once you accept both quests, Maraad will mount up and ride away.

Vindicator Maraad says: I will seek out Exarchs Akama and Maladaar. Good luck, Commander.

If you happen to speak to Exarch Othaar before you leave, he says this:

The Exarch Council is the "Hand of the Prophet." We represent the draenei people, and act as the Prophet's messengers, enforcers, and conscience.

No sooner does power rush to the crystal outside than you hear distant war cries and shouts of alarm. Elodor is being attacked! If you want your laborers to come home in one piece, you'd best help with the defense of the town.

I am calling the Exarch Council to order to hear your petition. None of us doubt that this "Iron Horde" is a threat, but few can agree on what we should do about it. It is up to you and Vindicator Maraad to gather the Exarchs together.
