This quest is very awesome for those trying to work on Archaeology in Eastern Kingdoms. The portal is initiated by you talking to the quest giver, and is usable as many times as you wish, so long as you don't turn in the quest. You can then fly south from Western Plaguelands and dig up any sites you see. Take the portal at Booty Bay (again) and pop back at the top of the continent.
This method has saved hours of my time while trying to farm for my staff/sword/soul back. :P
Edit: I don't know if there's a Horde equivalent, but I do this as an Alliance character.
I can confirm that it is possible to talk to him multiple times to get a portal to Andorhal. The major drawback is that it won't be possible to obtain the follow-up quest Scourge First... Horde Later and as a result, obtain Western Plaguelands Quests.

Description
We just received a gryphon from the plaguelands, bearing news. It doesn't sound good. The city of Andorhal is in the middle of a three-way war between the Forsaken, the Alliance, and the Scourge. King Wrynn has rolled the dice and sent a death knight to lead the charge for his cause, but I'm sure he can use all the help he can get. They specifically asked for an Alliance {class} to participate in some specialized missions. If you accept the charge, speak to me again and I will prepare a portal.
