I first had to complete both Supporting the Troops and Ashes to Ashes (alliance) for this quest line to show up.
If you were stuck at 37/45 quests, with Uther's Blessing unable to complete in early 4.0.3a, it's working now, as of Nov 30th. Turn that it, follow the chain, make a visit to Mender's Stead when it runs out, and pick up the rest of the chain that leads back to this.
