Any of the Scourge in the area will count for the quest. It doesn't matter if they are in combat with a faction NPC, when you target and hit them, you will get aggro and the kill will count. The faction NPCs do not hit them very hard at all so don't count on their help.
The big hulking things have a chain that will pull you to them if you try to attack from range. Just be aware. It will interrupt any spell casting.

What to do
Description
Darkmaster Gandling of the Cult of the Damned leads the Scourge offensive here in Andorhal. My old counterpart, Koltira, leads the Forsaken forces. If we're to win Andorhal, we'll have to defeat both, but we will certainly fail if we take on both at once. I know Koltira well enough to know that he will focus on the Scourge first. We will do the same. Take out the weaker, desiccated Scourge to reduce their numbers. The Forsaken will have to wait to taste our wrath.

Actually, it's not that they're hitting weakly, it's that they and the Scourge are set not to deal damage to them beyond ~80% of their life, so you'll see both with roughly this much health in perpetual conflict until a player or abomination breaks this up (the abominations will, after a few seconds, use a one-shot ability on horde/alliance NPCs - but never on players). This sort of thing is seen in many questing zones. Oh, and the abomination chains only interrupt casting that requires standing still, abilities like Scorch still work as you're flying through the air.
